How to articulate "Armed and Presently Dangerous."
Here is an excerpt from an actual police report. The names and some other information have been changed for privacy reasons. "On 2/1/25 at 2109 hours, I PO John Robinson, was driving north through the 1500 block of NW 20th Street. I observed a male, later identified as Sean Sanders, in the street facing 1502 NW 20th Street. Sanders was yelling "keep moving officer" and "you folks just wait." The residents of the home were yelling at me to stop and to stop Sanders. I stopped my vehicle and exited, at which point, the residents stated that Sanders had threatened them with a weapon in his pocket.
I turned my attention to Sanders. I immediately observed that he was sweating profusely and breathing heavily. Sanders began to flex his upper body at me, growl, and yell at me. I was able to see veins in Porter's neck bulging and spit flying from his mouth as he growled. We were in front of a home known to me for the possession of phencyclidine (PCP), and I believed Porter to be under the influence of the drug due to his cyclic behavior. I told Porter that I needed to pat him down for weapons."
This is a nice objective piece of writing by this officer. He described observable behaviors that should lead most readers to come to the same opinions that the officer had at the scene.
